Manpower Cyprus, recruiting on behalf of an international leader in eProcurement and e-Invoicing technologies, is seeking an experienced Country Manager to lead, manage, and accelerate the roll-out of PPEPol (Pan-European Public Procurement Online/Peppol) solutions in Cyprus.

The Country Manager will have full responsibility for sales strategy, market development, partnership building, project implementation, and client management. The role’s mandate centres on securing business with Cypriot public sector clients, supporting their transition to Peppol-compliant platforms, and driving ongoing satisfaction and market share.

Key Responsibilities

  • Market Strategy & Planning
    • Develop and execute the Cyprus country strategy for growth and adoption of PPEPol solutions.
    • Map and prioritize opportunities with municipalities, central/regional public authorities, and related suppliers.
  • Sales Leadership
    • Lead the entire sales cycle: business development, tender response, negotiation, contract closing.
    • Set and deliver sales targets in coordination with group objectives.
    • Establish local partnerships (technology providers, consultants, etc.) to boost reach and credibility.
  • Implementation Oversight
    • Supervise all aspects of solution delivery—including onboarding, integration with Peppol Access Points, and system go-lives.
    • Coordinate with internal technical/project teams and ensure timelines align with 2026 mandates.
    • Monitor and report on progress, risks, and mitigation actions to the regional office.
  • Client Relations & Support
    • Build trusted relationships with key stakeholders in public sector entities, ensuring their smooth and regulatory-compliant transition.
    • Oversee the provision of client onboarding, training, and first-level support.
    • Serve as escalation point for critical Cypriot accounts.
  • Regulatory & Market Intelligence
    • Liaise with the Ministry of Finance, digital transformation bodies, and Union of Cyprus Municipalities to track policy, funding, and procurement updates related to e-Invoicing mandates.
    • Represent the company in industry and regulatory fora, ensuring the client’s thought-leadership position.

Required Qualifications

  • Bachelor’s/Master’s degree in Finance, Business Administration, Information Systems, Economics, or a Chartered or Certified Accountant ( ACA / ACCA )
  • Proven experience in SaaS/technology sales, or e-invoicing/public procurement projects will be considered an advantage
  • Demonstrated leadership: commercial drive, strategic mindset, and successful project management.
  • Highly analytical, communicative, and customer-focused, with native fluency in Greek and professional English.

Desirable

  • Experience managing digital transformation for public authorities and knowledge of Cypriot public administration procurement processes.
  • Existing relationships within Cyprus public sector or procurement/finance communities.
